Johna
Gonzales, the Director of the McKinley County Juvenile Detention Center
has served McKinley County since July 1, 1995. Ms. Gonzales began as a
detention staff officer in 1995 and has since worked her way up to her
current position as director. Ms. Gonzales’ goal for the youth in
McKinley County is not only to incarcerate juveniles but have programs
available for them to grow in a positive direction.
Deputy Director, Shaun Ebright
Shaun Ebright currently serves as the Detention
Center Staff Manager. Staff Manager Ebright began his career with McKinley
county on January 1, 2006 after completing four years in the United
States Navy as a Military Police Officer. Staff Manager Ebright started as a
Corrections Officer for the Adult Detentions Center where he worked his
way up to the rank of Lieutenant. Staff Manager Ebright is the assistant to
the Director. Staff Manager Ebright is responsible for policy enforcement,
training, inmate programs, and daily operations.

The
mission of the McKinley County Juvenile Detention Center (JDC) is to
protect the community from those youth placed in our custody and provide
a safe, secure, and humane environment under the principles of Direct
Supervision in accordance with the New Mexico Children, Youth & Families
Department (CYFD) Standards.
The
facility is licensed by CYFD and has a capacity to hold up to thirty
eight (38) juveniles.
Detention services incorporate a multitude of services directly related
to the protection and care of juveniles within the County. This
includes areas of Admission, Mental Health Services, Medical Care,
Religious Services, Gender Specific Services, Education (Elementary
through High School grades) through the McKinley County Schools System,
Alcoholics Anonymous Sessions, Substance Abuse Evaluation and Counseling
as needed. The JDC possesses all of the enumerated powers,
responsibilities and duties established by the New Mexico Statutes.
The
implied philosophy of the JDC is to administer and deliver programs and
services to juveniles that insure safe, secure and humane quality of
care and equally promote their well-being recognizing that it is not
always possible for some of these same juveniles to remain in their
natural home environment.
Other
objectives of the JDC include the compliance with all New Mexico
Statutes, local, state and federal laws with reference to the operations
and quality of service to juveniles and their families; To establish
educational and recreational programs that provide positive growth
opportunities for juveniles; To encourage positive communication between
staff and juveniles; To network with pertinent agencies in providing
information for the betterment of detained juveniles and; To apply for
and accept grants from public and private agencies to design and
implement new and innovative programs
The
JDC, with support from McKinley County also employs adequate staffs who
are trained to oversee all juveniles housed in the facility. The
McKinley County Juvenile Detention Center provides training and
certification for Staff Officers in house, and through other outside
sources including the New Mexico Association of Counties. The McKinley
County Juvenile Detention Center houses juveniles from McKinley County,
Cibola County and other counties in New Mexico as well as various Indian
Tribes from the Colorado and Arizona, BIA juvenile inmates.
