Joann M.
Schmaltz, a Purchasing Agent for McKinley County
since 1994 plans, organizes and directs the
operations of the Purchasing Department for
McKinley County, in addition to inventory,
warehousing and building and grounds. Joann has
several years prior purchasing experience with
the Department of Defense, Ft. Wingate Depot
Activity, which was on the base-closure list in
the early 90’s and with the City of Gallup.
Joann is a
Certified Professional Public Buyer (CPPB), a
program administered by the National Institute
of Governmental Purchasing (NIGP) under the
auspices of the Universal Public Purchasing
Certification Council (UPPCC). Joann is a
member of the New Mexico Public Procurement
Association Chapter of NIGP, a past board
member, and is presently serving on the board as
the Procurement Liaison of the association. She
is a member of the New Mexico Statewide
Procurement Council and serves on the
Legislative Procurement Board. Joann was
honored as the State New Mexico Public
Procurement Association “2003 Buyer of the
Year.” She is also a member of the International
Federation of Purchasing and Supply Management
Officials and a member of the Four Corners
Regional Purchasing Group.

Theresa Diaz-Padilla
is the Procurement Buyer for the McKinley County
Purchasing Department. On a
daily basis Theresa issues purchase orders for
all departments in McKinley County and
evaluates and analyzes all purchases for
McKinley County. Theresa assists in
coordinating IFB’s/RFP’s and determines
technical data to be considered. Theresa is a
member of the New Mexico Public Procurement
Association Chapter (NMPPA)of the NIGP.
She is taking the requirements to become a
Certified Professional Public Buyer (CPPB).
Theresa is also a
Certified Medical Investigator (OMI) for
McKinley County through the State of New Mexico.
She is a lifetime resident of Gallup. |
